Delegate Carl Jackson has been propped up by the Democrat machine in District 8 in Baltimore County since his “selection” around 2018. His “contributions” to the public belies his phony tagline “People First”, emblazoned with gusto on all of his political signage.
After finishing in fourth place in the 2018 Election, it was later discovered that then-Delegate Eric Bromwell would be resigning his position to join the administration of the newly-elected County Executive Johnny Olzewski. Of course, the Democrat machine went swiftly into action to appoint Jackson to fill the remainder of Bromwell’s tenure.
Since then, he proclaims to all of his constituents that he is actually a conservative. He regularly poses with Republicans, using them as a foil to create the optical illusion that he is one of them (one could say that they are more like him, but I digress), and therefore conservative.
To further the “conservative” moniker, he has even gone so far as to killing in committee a good bill introduced by a Republican. Then he would rework the bill, re-introduce it, call it his own, and surprise, it passes! We call this billjacking, and Jackson as well as many others in the Democrat machine do this as well. When I confronted him on it, he said “I didn’t know what I was talking about”. Well, I do, as I know the bill was introduced by Del. Boteler (my boss at the time).
All this does is make him appear that he is something that he is clearly not. This “darling” of the Democrat machine and Speaker Jones (who got 3rd place in her last election…..hmmm), is doing all she can to be sure his political career is elevated and secure. He even tried running as head of the Baltimore County Delegation last session, but failed miserably.
Rumor also has it that when County Executive Johnny “Owe” resigns to run for Congress, State Sen. Kathy Klausmeier will be asked complete his term, and Jackson will be “selected” to fill the State Senate vacancy. Another selected, yet unearned promotion.
Election 2022
We knew that the 2022 election cycle was going to be a battle. It usually is. However, what distinguished this one from others I’ve been involved with was the depths of what the Democrat machine (AND Republican swampies) would go to destroy their opponents (BTW, opponents of Republicans also included the likes of David Marks, Kathy Szeliga, Ryan Nawrocki, Bradley Lang, but more on that in another post).
I was handing out materials at the early voting area at Honeygo Park, when I spotted Jackson eyeing me down, arms folded, in a disgusted and intimidating manner. I asked him if he had a problem, he said yes….with me. He showed me a copy of what we were handing out, with the unflattering photo of him (see image at the top), and asked “did you manipulate this photo in there?” I replied, “No, but I took the photo at a school event a while back.” He then said, “Well, that’s a bigoted thing to do…that it would make WHITE voters vote against him.”
So now he pulled the race card???
At this point I challenged him saying, “I’ll tell you what….let’s take it to court, and let them decide.” Jackson quickly backed down, saying he wasn’t going to do that. I replied “Because you know you would lose!” I then challenged him further, asking him WHY he voted to repeal the Law Officers Bill of Rights (LOEBR). He turned, got about 6” from my face and yelled “BECAUSE I HAD TO!!”
“Because I HAD to????” Is he not a man of his own mind? Can he not think for himself? Who is he protecting, or more to the point, who is protecting him?
In another incident, we also put up signs around Hazelwood Inn (with the owner’s permission) in the locations you see in the photo above. However, the childish response can be seen by Jackson in the same photo. NO ONE touched any signs, but I find it odd how he says he’ll call the police, after voting against them and their ability to their job.
I reported both incidents to Ethics on October 27, 2022, which provides the details:
Dear <name withheld>,I wish to file a complaint against Del. Carl Jackson for campaign worker intimidation.
Early Voting began today at 7:00 am. I was at the Honeygo Park early voting location.
At around 7:40 am, I noticed Del. Jackson staring me down at this location, so I asked him if he had a problem. He showed me one of our handouts, which had his photo on it. He asked if I had manipulated it, I told him no, that it was a photo I took at a school event a while back. He then got about 6” from my face, to say it was a bigoted thing to do. He made the claim that an unflattering photo of him would make white voters vote against him. I then told him if he feels that strongly about it, to take it to court, and let a judge decide. He said he wasn’t going to do that. Just note he tried to intimidate me by being in my face, so it is now difficult to return to help other candidates if Del. Jackson or any member of his team is there.
Basically, Del. Carl Jackson called me a racist. That is not only untrue, but unacceptable behavior by a sitting Delegate.
There are at least 3 witnesses to this event. Candidate Tim Neubauer, Clerk of Court Julie Ensor, and Treasurer for Councilman David Marks, Kathy O’Sullivan.
Another version of this intimidation was leveled against the D8 Team, directed to candidate Glen Geelhaar on Saturday, Oct. 15. After a recent door knocking by our team, we asked the owner of the Hazelwood Inn if we could put up a sign at their location. Glen received this text AFTER the sign was placed.
Never did anyone on Glen’s team move, destroy, or otherwise impede any of Del. Jacksons signs then, or now. Yet he made the accusation of it without any just cause or evidence.
For these reasons alone, Del. Jackson should not be under any possible consideration for any leadership position in the Maryland General Assembly.
I hope that this will be dealt with as quickly as possible. Thank you in advance for your attention to this matter.
It was also forwarded to State Board of Elections by the Ethics department. Of course, Jackson was cleared. I suspect that if the roles were reversed, the results may have been different.
Other observations I made was him putting his arm around “Republican” Councilman David Marks, proclaiming, “You’re my favorite councilman!”. Of course, then he proceeded to be seen handing out materials of his Democrat opponent. Damning on both of them.
He even got the chance to try to score an out-of-order political point at the Harford Hills-sponsored-and-controlled “forum” with a quip that “the grid in Texas went down” - I guess implying a red state failed since can’t handle the extreme cold (author note: that they had never suffered previously).
Note to Carl Jackson: the reason the grid went down in Texas is that the WINDMILLS froze and the SOLAR PANELS don’t work in extreme cold, so it’s your support of Democrat Green New Deal “solutions” that caused it. Let’s see what you have to say when it happens in Maryland!

I point out the Subway on Harford Rd, Ram and Son’s near the Parkville Precinct, and the Bowman Restaurant as just a few of the targets.
Well, of course, Jackson, Bhandari, and Allen were able to convince enough voters that they were working in the best interests of Maryland and the District, using the socialist line of “misinformation”, as well as being WELL FUNDED by sources outside the State. They received very little in the way of donations within the District, except one set of contributions for about $1,700 to the Jackson campaign from a SITTING MEMBER OF THE BCRCC - Deb Sullivan (again, another post to publish, but just know for now the money still flows to his campaign through the towing business AND personal funds but see below). Needless to say, the swamp helped the swamp, and the well-oiled Democrat machine propelled the 3 of them to victory.

NextDoor “Criminals First” Blowup
Jackson had recently posted bill HB871 he was touting:
Thefts of catalytic converters have affected many Marylanders and I am so happy to introduce legislation this session to stop this ongoing crime epidemic.
HB871, which requires a licensed automotive dismantler, scrap metal processor, or junk dealer that acquires all or part of a catalytic converter to record and keep in the their records the vehicle identification number and other specified identifying information about the vehicle from which the catalytic converter was obtained, as well as information on the seller themselves.

The bill makes NO mention of any penalties or restitution to the victim of the theft, this bill merely establishes a record-keeping exercise. I commented in the growing thread of opposition; that now that the LOEBR had been repealed (which he and Bhandari voted FOR), coupling that with the Juvenile “Justice” Act, which says anyone 13 or under cannot even be QUESTIONED in a possible crime investigation. So…guess what age of these criminals are being used to commit crimes??? You guessed it, anyone 13 or younger.
Note to Jackson: How can you “give the police the tools they need”, when you’ve stolen their toolbox?
Of course, Jackson chose not to defend his legislation (BTW, filed in the Economic Matters committee, not the Judicial), but instead told those who opposed such things as “you don’t know what you’re talking about”, or attacking them. Imagine, attacking and/or blocking YOUR OWN constituents!
In one exchange, Jackson said to me: “with all due respect, I am praying that the hate you have in your heart is healed.”
My response:
Your record shows hate for the citizens and the police in your district when you voted AGAINST them. You visit a Baptist church as a campaign stunt, and then pretend you were invited. I guess you don't like being exposed. Your disdain for God shows in your record.
And…what does he pray to? If government is his only solution, then I guess government is his god. Too bad for him, as I serve a much bigger and more powerful God, so that phony “invitation” to a Baptist church in the last election (confirmed by the Pastor and the Deacon of the church that he “just showed up”) further indicates Jacksons’ god is government. A pretty poor substitute.
As the country awakens from its woke, CRT, BLM, DEI, anti-law-and-order delusions by seeing the direct results of misplaced priorities and policies, of class and race-dividing implementation of socialist policies, I am hopeful Maryland will be part of that awakening.
Ultimately, his political career leaves a path of destruction for all that oppose his agenda. Hopefully, the voters of District 8 will relieve him of his continuing governmental overreach, and bring back true liberty and freedom, with a true zero-victim mindset.
So much for “People First”, more like “some People First”.
